The useful answer
Two declared roles, well-characterized composition, no ingredient-level trial
Sea water has two recognized cosmetic functions — humectant and solvent — and a well-characterized composition dominated by sodium and chloride. What it does not have is human evidence for the ingredient itself in an ordinary leave-on or rinse-off cosmetic. The marine literature that exists studies immersion, climatotherapy and mineral-enriched clinical preparations, and the most-cited barrier result used a concentrated salt bath rather than sea water. Visible benefits from a sea-water cosmetic therefore remain unestablished and belong to the complete formula.
